It gives 15% Bonus to Civilian Gathering regardless if they are using a Gathering Post or not. Also applies to automatons.
While this may look like a borderline useless upgrade if not taken early enough, and most certainly shouldn't be rushed if better opportunities are available (Beacon, Sawmill, Hunters' Gear (Technology) etc.), bear in mind all the situations where it is useful even in late game (i.e. when having Coal Thumpers/Steam Coal Thumpers or as a prerequisite for Resource Depot Upgrade (Technology)). Also, on Extreme, you will usually lack the resources to go to Tier 1 in the first couple of days, so sometimes this might still be the best option (e.g. when you expect to lack the Coal to make use of heaters/hubs early and already have all the other good T0 techs).
