This event arc follows through convicts in the penal colony.

Zero tolerance[]

They will ask you to sign the Roundups (Labour Law).

Sir, the head overseer is here to discuss with you the expansion of the penal-industrial cooperation. "Look, workers love nothing more than to stir trouble. We could arrest the most rebellious ones for slacking off or minor theft or whatever and move them to penal colonies. There they will work more and eat less. Convicts escape[]

This event triggers if you don't have enough space for convicts.

Sir, {countful} convicts escaped in the middle of the night. There was no place in the Penal Colony for them, so they were camping in the open. This lapse of security is a serious loss of face for the overseers. We should expand penal facilities to keep all the convicts under guard or there will be another escape.

You will only have one option:

Stretched thin[]

This event triggers if you have few engineers in Security Outpost.

Sir, the head overseer is here to warn you about staff shortage. "With the number of convicts rising, our ranks are stretched thin. Currently, {countful} overseers man security outposts guarding {countful} convicts. In order to keep the convicts in line, I strongly recommend building and manning more security outposts. Otherwise these criminals might get the idea that they can break free..."

You only have one option:

Convicts plot[]

Sir, the head overseer reports that the convicts are planning a revolt! We need more overseers in security outposts to stop them. "A snitch told one of the guards that his cellmates are preparing an all-out attack on the overseers. They plan to overcome the guards by surprise, the use their arms to kill the rest of us. Frankly, I don't think I can stop them, unless you give me more overseers!"
